Qualifications
Federal experience is not required. The experience may have been
gained in the public sector, private sector or. One year of
experience refers to full-time work; part-time work is considered
on a prorated basis. To ensure full credit for your work

indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of
this announcement.
SPECIALIZED EXPERIENCE: GS-07: You must have at least one year of
specialized experience at a level of difficulty and responsibility
equivalent to the GS-05 grade level in the Federal service.
Specialized experience for this position includes: Experience with
business issues & practices, basic accounting principles, and
demonstrates knowledge of tax laws and regulations. Experience with
oral and written communications to prepare documents, review
statements and schedules to explain options to individuals or
representatives. Experience in organizing workload, work products,
and identifying priorities to timely resolve work related
issues.
OR One year of graduate education in a related field of study such
as: business administration, finance, accounting, auditing,
taxation, law or other related fields.
OR Superior Academic Achievement may be met by having a Bachelor's
degree, with one of the following: A GPA of 3.0 or higher on a 4.0
scale for all completed undergraduate courses or those completed in
the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale
for all courses in your major field of study or those courses in
your major completed in the last 2 years of study, or rank in the
upper one third of your class in the college, university, or major
subdivision, or membership in a national honor society recognized
by the Association of College Honor Societies.
OR Combination of qualifying graduate education and experience
equal to that described above.
SPECIALIZED EXPERIENCE: GS-09: You must have at least one year of
specialized experience at a level of difficulty and responsibility
equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes: experience with
business issues & practices, basic accounting principles, and
demonstrates knowledge of Federal tax laws and regulations. Analyze
and review various types of tax returns or documents to determine
tax liability of individual taxpayers, businesses, or corporations.
Experience interpreting and applying Internal Revenue Code or
Manual and related regulations. Experience with oral and written
correspondence to taxpayers to explain options to
taxpayers/representatives to assist in resolving tax issues.
Experience in planning and organizing workload, work products to
complete assignments with changing priorities.
OR Master's or equivalent graduate degree or two years of
progressively higher-level education leading to a graduate degree
in business administration, accounting, auditing, finance,
taxation, law or other related fields.
OR LL.B. or J.D. if related.
OR Combination of qualifying graduate education and experience
equal to the amount required.
SPECIALIZED EXPERIENCE: GS-11: Specialized experience for this
position includes: One (1) year of specialized experience at a
level of difficulty and responsibility equivalent to the GS-09
grade level in the Federal service. Experience with business issues
& practices, basic accounting principles, and demonstrates
knowledge of Federal tax laws and regulations. Experience in
applying tax law to resolve tax issues. Applying current and past
Internal Revenue Code and related laws, tax laws, court decisions,
and regulations. Experience researching tax related information
from a variety of sources (for example, Internal Revenue Manual, IR
Code Regulations, commercial databases, court, and revenue
rulings). Experience reviewing and analyzing financial information
(e.g., financial books) and records to advise individuals on tax
compliance. Providing tax law advice or guidance to taxpayers,
clients, or employer. Experience applying general business
practices and basic accounting techniques to analyze financial
information (e.g., analyzing taxpayer transcripts, case files,
financial documents and records and other information). Experience
in verbal, written, and/or virtual communications.
OR You may substitute education for specialized experience as
follows: A Ph.D. or equivalent doctoral degree in a field of study
such as: law, accounting, business or management, economics, math,
and finance.
OR 3 full years of progressively higher-level graduate education
leading to a doctoral degree in a field of study such as law,
accounting, business or management, economics, math, and finance.
One year of graduate education is creditable in accordance with its
relationship to a year of full-time study at the school
attended.

OR You may qualify by a combination of experience and education.

SPECIALIZED EXPERIENCE: GS-12: To be eligible for this position at
this grade level, you must meet the requirements below. Specialized
experience for this position includes: One (1) year of specialized
experience at a level of difficulty and responsibility equivalent
to the GS-11 grade level in the Federal service. Specialized
experience is experience that demonstrates knowledge in applying
tax law or basic accounting principles to resolve tax issues.
Examples of specialized experience includes applying knowledge of
various tax penalties, rates and knowledge of Internal Revenue Code
and related laws. The ability to research and apply tax related
information from a variety of sources to resolve tax disputes.
Experience in reviewing financial information (e.g., books and
records) to determine tax liability. Providing tax law advice or
guidance and advising taxpayers on appropriate actions.
Interpreting and applying legal principles regarding tax disputes
and negotiating resolutions.
SPECIALIZED EXPERIENCE: GS-13: To be eligible for this position at
this grade level, you must meet the requirements below. Applicants
must have one (1) year of specialized experience at a level of
difficulty and responsibility equivalent to the GS-12 grade level
in the Federal service. Specialized experience for this position
includes: experience in applying tax law or accounting principles
to resolve tax issues. Applying current and past Internal Revenue
Code and related laws, tax laws, court decisions, regulations,
accounting principles and practices to analyze accounting
documents, books, and records specifically to resolve tax disputes.
Experience interpreting the law in situations where there are
uncertainties or conflicts in statutes, regulations, case law,
precedence or other guidance to determine and apply the appropriate
intent of the law in tax situations; Experience conducting legal
research and applying the law to tax situations; Experience
applying the hazards of litigation to the facts and circumstances
of tax disputes. Experience providing tax law advice or guidance to
taxpayers, clients or employer. Experience in verbal, written,
and/or virtual communications, preparing and conducting
presentations, public forums, briefings, training, etc. regarding
tax related issues. Experience mediating/Negotiating the resolution
of tax disputes between government and business or individual
taxpayers.
SPECIALIZED EXPERIENCE: GS-14: You must have 1 year of specialized
experience at a level of difficulty and responsibility equivalent
to the GS-13 grade level in the Federal service. Specialized
experience for this position includes: Experience applying tax law
and/or basic and intermediate accounting principles to analyze and
interpret accounting information or legal issues to resolve tax
issues and/or determine tax liabilities; Experience conducting
legal research and interpreting the law in situations where there
are uncertainties or conflicts in statutes, regulations, case law,
precedence, or other guidance to determine and apply the
appropriate intent of the law in tax situations; Experience
applying litigation procedures and making judgments involving
matters of law, particularly as they relate to resolving tax
disputes; Experience negotiating the resolution of tax disputes
between government and corporate or individual taxpayers.
SPECIALIZED EXPERIENCE: GS-15: You must have 1 year of specialized
experience at a level of difficulty and responsibility equivalent
to the GS-14 grade level in the Federal service. Specialized
experience for this position includes: Experience with basic and
intermediate accounting principles and legal principles to resolve
tax disputes of a corporate and complex nature; Experience
analyzing and interpreting accounting information, Internal Revenue
Code, related rulings, regulations, and court decisions, books,
records, or systems specifically to determine tax liabilities;
Experience conducting legal research and applying the law to the
most complex legal issues (e.g., mergers, acquisitions,
consolidations, statistical analysis, transfer pricing agreements,
and foreign transactions). Experience conducting or overseeing
conferences with taxpayers/representatives in negotiating the
resolution of tax disputes in a fair and impartial manner.
Experience applying management principles and leading or directing
a team in the accomplishment of team objectives and effective
problem-solving.
EDUCATION:
For positions with an education requirement, or if you are
qualifying for this position by substituting education or training
for experience, submit a copy of your transcripts or equivalent. An
official transcript will be required if you are selected.
A college or university degree generally must be from an accredited
(or pre-accredited) college or university recognized by the U.S.
Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or
universities may be used to meet the requirements. You must show
proof the education credentials have been deemed to be at least
equivalent to that gained in conventional U.S. education program.
It is your responsibility to provide such evidence when
